This murky secret is so that they can suspend users when they near the CPU usage that was allocated to them, therefore freeing up those resource s for a new client. The suspended client will therefore never know what the real CPU usage was and will consequently not be able to do anything about it.

Just to keep your mind at rest though, not all of the web hosting services are scrupulous like this. For the most part, web hosting services are reputable companies, offering a great service to their paying clients and generally operate in a respectable way. Some of the smaller services though do carry out these dubious tactics, so be aware.
